摘 要:在21世纪日益激烈的生命医学国际竞争中,合成生物学作为典型的双刃剑型新兴科技,在其广阔的应用前景之下,巨大的风险阴影正初露端倪。密切关注了合成生物学在军事领域的巨大潜力,解析以合成生物学为代表的新兴生命医学科技在生物安全安保、伦理规范、知识产权和公众认知等诸方面可能对总体国家安全构成的风险与问题,观照发达国家先进的监管和治理方式,尝试提出我国合成生物学安全、伦理与政策法规研究的策略建议,以期促进中国合成生物学的负责任创新与发展。In the increasingly intense international competition of biomedicine in the 21st century,synthetic biology is emerging as a double-edged sword with both its broad application prospects and its huge risk shadow.This paper pays close attention to the great potential of synthetic biology in the military field,and analyzes the risks and problems that the emerging biomedicine and technology may bring to national security in aspects such as bio-safety and bio-security,ethical norms,intellectual property rights,and public awareness.It also observes the advanced supervision and governance methods in developed countries,and puts forward strategic suggestions on the safety,ethics,policies and regulations research with a view to promote the responsible innovation and development of China's new biomedicine and technology.
