创新团队制度建设的科学性评价研究——以北京市某产业技术体系为例

摘  要:文章旨在通过对北京市某产业技术体系下属的八个创新团队制度建设情况进行调查,从系统性、权威性、可行性、规范性四个方面构建创新团队制度的科学性评价指标体系,从内容和形式两个方面,对创新团队制度的科学性做出客观评价,并对创新团队的制度建设提出一些对策和建议:首先,制定创新团队制度建设工作规划,明确发展目标,设定制度建设的愿景和中长期目标和年度目标,构建创新团队制度框架,用于指导各团队制度建设工作;其次,创新团队应制定专人负责制度的调查、分析、制定、执行、监督、修订等工作;对创新团队制度建设情况进行阶段性检查与评估,并就各种制度进行向各团队人员开展培训。System serves as an intermediate link in the process of putting idea to practice.Systems in relation to technological innovation affect the vitality of innovation by adjusting and regulating innovation actions.The subjects of this paper are innovations groups of eight industries in Beijing.This paper investigates the progress,implementation and achievements of the system and makes a questionnaire survey on the perception and satisfaction level as to the institutional environment among group members.From four aspects,namely,system,authority,feasibility and standardization,it is hoped to build a scientific evaluation index system for innovation groups in Beijing,who are exploring the construction of technological system in modern agriculture industry,in order to objectively evaluate the scientific nature of their work in terms of content and form.The results show that innovation groups in Beijing have made some achievements in the construction of a technological system,and most of their work has been approved by experts.However,the survey on the satisfaction level among members from the innovation group shows that group members are not satisfied with the system.So the next step for system construction should start by for formulate plan of Beijing innovation group system construction.Then we should set our goals for development,make clear the vision of system construction,establish medium and long-term goals as well as annual goals.We should forms systematic framework for innovation groups as guidance.The next step is to put personnel in charge of the investigation,analysis,formulation,implementation,supervision and revision of the system,of periodical checking and evaluation,and of performing training among staff from all groups.
