摘　　要：卷烟配送是烟草公司日常经营中重要的一环,但长期以来其资源配置受行政区划影响,成为制约烟草物流发展的一个重要因素。文章基于供应链协同的思想,分析当前卷烟物流配送存在的问题,找出卷烟配送供应链协同的动因与“相变”,探索打破行政区划的配送模式,进行卷烟跨区域配送资源整合及系统构建的研究,充分利用卷烟跨区域配送整合优势,节约成本,加快配送速度,促进烟草企业配送系统集成化、一体化、扁平化、资源配置市场化,实现烟草企业间互利共赢,推动行业高质量发展。The cigarette distribution is an essential part of daily operation of cigarette enterprises,but the cigarette resource allocation is affected by administrative divisions,which has become an important factor restricting the development of distribution of cigarette enterprises.This paper is based on the idea of collaboration chain supplement,analyzes the existing problem of cigarette distribution,finds out the motivation and“phase change”of supply chain coordination of cigarette distribution,explores the distribution mode that breaks administrative division,research the integration and system construction of cigarette distribution resources across regions.This paper aims to make full use of the advantage of cross-regional distribution,saving the cost,raising the speed of distribution,and promoting that the system of cigarette distribution becomes integration,flattening and marketization.Based on this aim,this paper will achieve mutual benefit and win-win among cigarette enterprises and promote high-quality development of the industry.
