公共部门绩效问责研究热点领域及演化趋势——基于SSCI来源文献(2005—2018)的知识图谱分析

摘　　要：以“Web of Science”收录的SSCI来源文献中2005—2018年有关绩效问责的文献为研究对象,利用知识图谱方法,综合运用Citespace文献计量可视化软件中关键词共现及聚类、关键词突现、文献共被引聚类分析等,揭示2005—2018年公共部门绩效问责研究的发展状况。公共部门绩效问责研究有以下研究热点领域:绩效与问责的关系及其影响因素、问责路径、绩效问责对公共部门的影响、绩效问责的功能提升。通过对高被引文献的聚类分析,发现学校问责、公共部门绩效信息的使用以及对问责制的概念、类型和评估角度的理论分析是绩效问责研究聚焦的重点。依据时间动态的公共部门绩效问责关键词突现分布情况,可以将2005—2018年的文献分为三个发展阶段:2005—2008年,广泛关注引入公司治理模式能否改善公共部门绩效,分析问责对公共部门绩效的积极影响;2009—2014年,更加全面分析问责对公共部门绩效的影响,特别是可能的负面影响,并对影响绩效问责效果的因素进行了分析;2015—2018年,关注企业社会责任对公共部门绩效的影响,分析了企业社会责任对公共部门诚信的影响、对腐败风险的影响,以及如何发挥企业社会责任的作用进而推进公共部门责任落实和绩效提升。Taking the literature of performance accountability from 2005 to 2018 in the SSCI database of Web of Science as the research object,this paper,by applying the method of knowledge graph,the comprehensive use of keyword co-occurrence and clustering,keyword emergence,literature co-citation analysis in Citespace visualization software,reveals the research development of public sector performance accountability from 2005 to 2018.There are five active research fields in public sector performance accountability,including the relationship between performance and accountability and its influencing factors,accountability path,the impact of performance accountability on public organizations and sector,and the improvement of the function of seeking performance accountability.Through cluster analysis of highly cited literature,it is found that school accountability,the use of public sector performance information,and theoretical analysis of the concept,type,and evaluation perspective of accountability are the research focus of performance accountability.Based on the keywords burst in relation to public sector performance accountability over time,the literature from 2005 to 2018 can be divided into three stages accordingly:From 2005 to 2008,it was widely concerned whether the introduction of corporate governance models can improve public sector performance and the positive impact of accountability on public sector performance;From 2009 to 2014,scholars more comprehensively analyzed the impact of accountability on public sector performance,especially possible negative effects,and analyzed the factors that affect performance accountability;From 2015 to 2018,they focused on the impact of corporate social responsibility on public sector performance,analyzed the impact of corporate social responsibility on public sector integrity,the impact on corruption risk,and how to play the role of corporate social responsibility to promote the implementation of public sector responsibility and performance promoting.
