“新冠”疫情防控中的伦理冲突及道德选择

摘　　要：“新冠”疫情防控面临一系列复杂伦理冲突。其中,公共健康与经济社会发展、政府干预与公民自主权、病人权利与公共健康、资源稀缺与分配公正、知识产权与信息共享以及公众知情权与患者隐私权之间的冲突是六个焦点性冲突。从实质上看,这些冲突都是主体在进行道德选择时面临的不同道德价值之间的冲突。价值冲突极大地增加了主体的选择难度,甚至常常把主体推向道德两难的境地。解决“新冠”疫情防控面临的伦理冲突,要在区分真实与虚假两类不同性质的冲突、坚持生命至上理念和相应伦理原则的基础上,结合“最大善的目的”与“最小恶的手段”进行道德选择,并给予遭受道德创伤的“少数人”伦理关怀。“COVID-19”prevention and control is faced with a series of complicated ethical conflicts.Among them,six focal points are the conflicts between public health and economic and social development,government intervention and citizen autonomy,patient rights and public health,resource scarcity and distributive justice,intellectual property and information sharing,public right to know and patient’s right to privacy.In essence,they are the conflicts between different moral values in moral choices of the subject.The value conflicts greatly increase the difficulty of the subject's choice,even often put the subject into a moral dilemma.To solve the ethical conflicts faced by the“COVID-19”prevention and control,we must distinguish between the true and false nature of the conflicts,adhere to the idea of life paramountcy and corresponding ethical principles.And on that basis,we should make moral choices by combining“the purpose of the greatest good”with“the means of the least evil”and give ethical care to the“minority”who suffer moral trauma.
