输配电价改革环境下用户资产价值评估模型构建及算例分析

摘　　要：输配电价改革后资产价值架构将对电网收益产生影响,用户资产接收将影响电网公司资产构成,从而影响电网收益.因此,合理的用户资产接受策略需要依托于用户资产价值评估结果,制定差异化接收策略.该文结合我国用户资产基本类型及其特征,从社会价值、经济价值、战略价值三个维度构建了用户资产价值评估指标体系.同时选取序关系法及模糊综合评价法,构建用户资产价值综合评价模型.最后,通过算例分析,针对不同类型用户资产制定了相应的资产接收策略.After the reform of transmission and distribution price,the asset structure will affect the income of power grid.The receipt of user assets will affect the asset composition of power grid companies,thereby affecting the income of power grid.Therefore,a reasonable user asset acceptance strategy needs to rely on the evaluation results of user asset value,so as to formulate a differentiated acceptance strategy.Based on the basic types and characteristics of user assets in China,this paper constructs an evaluation index system of user assets value through three dimensions:social value,economic value and strategic value.At the same time,the order relation method and the fuzzy comprehensive evaluation method are selected to construct the comprehensive evaluation model of user asset value.Finally,through an example analysis,the corresponding asset acceptance strategies are formulated for different types of user assets.
