摘 要:拥堵收费是交通需求管理的有效措施之一,通过对拥堵路段收费引导和调节交通流量在路网中均衡分配,以缓解交通拥堵。本文以Sioux Falls网络为研究对象,基于系统最优模型,将收费额度转化为时间成本计入路段阻抗中,以系统出行总成本最小为目标函数建立路段拥堵收费下的均衡模型,数值计算结果表明,在无法将交通量转移出境的拥堵区内实施小额收费可以减小出行总成本,随着收费范围的扩大和收费额度的增加,出行总成本将快速升高。Road congestion pricing is one of the effective measures of the urban traffic demand management.Congestion pricing is used to distribute traffic flow in the network and ease traffic congestion.In this paper,Sioux Falls network is taken as the research object.Based on the optimal model of the system,the toll amount is transformed into the time cost,which is included in the road impedance.The equilibrium model under the road congestion charge is established with the minimum total travel cost of the system as the objective function.The calculation results have shown that the implementation of small charges in congested areas where the traffic volume can not be transferred out of the country can reduce the total travel cost.With the expansion of the charging range and the increase of the charging amount,the total travel cost will increase rapidly.
