摘 要:道路停车管理是国际大都市管理的一个热点难点问题,也在一定程度上反映了城市发展理念和综合治理水平。借助信息新技术带来的契机,2019年北京市率先在全市范围内施行道路停车电子自动收费改革,为城市道路停车管理在全球范围内提供了新的研究范本。从道路停车管理的基本要素与原则入手,分析国外道路停车管理的政策、技术、管理等方面的演进经验,发现北京市此次道路停车管理改革既有创新收获,又有现实困境。从整体性治理理念出发,提出了信息时代应从精细化管理、前瞻性选择、差异化定价、完善闭环机制等方面加强未来道路停车管理的路径思考。Road parking management is a hot and difficult issue in international metropolis management,restrictedly reflects the idea of urban development and the level of comprehensive governance.With the opportunity brought by new information technology,Beijing took the lead in implementing the reform of electronic automatic charging for road parking within the whole city in 2019,providing a new research model for urban road parking management worldwide.Starting from the basic elements and principles of road parking management,and through the analysis of the foreign experience in the evolution of the policy,technology,management of road parking,this study finds the innovative achievements of Beijing’s reform of road parking management and the difficulties encountered in such an exploration.Based on the concept of holistic governance,a future road parking management approach with delicacy management,prospective choice,and closed-loop mechanism in the information era can be proposed.
