摘 要:京津冀协调发展的战略核心是疏解北京非首都功能,而疏解北京非首都功能的关键是社会保障一体化。在建立京津冀城镇医疗保险协调发展指标体系的基础上,采用层次分析法对京津冀一体化上升为国家战略前、上升为国家战略当年、上升为国家战略后三地的医疗保险协调发展程度进行了测度,结果表明,河北与北京属中度不协调,河北与天津以及北京与天津属轻度不协调。京津冀医疗保险协调发展,应加强顶层设计、加大对河北省的转移支付力度以及弥补发展短板。The core of the coordinated development of Beijing,Tianjin and Hebei province is to ease the non-capital function of Beijing,and the key to getting this is social security integration.Based on the urban medical insurance coordinated development target system,this article measures,by the way of hierarchy analysis,the coordinated development of medical insurance in these three places,in the three stages of before,while and after Beijing-TianjinHebei integration becoming the national strategy.The results show that Hebei and Beijing are moderately uncoordinated;Hebei and Tianjin,Beijing and Tianjin are slightly uncoordinated.In order to accelerate the coordinated development of Beijing-Tianjin-Hebei medical insurance,we propose to strengthen top-level design,increase the transfer payment to Hebei Province and make up for the development shortcomings.
