摘　　要：本文旨在分析影响东盟安全共同体建构的动力要素及其作用方式。在对建构主义安全共同体理论批判吸收的基础上,笔者认为包含外来威胁与域外力量介入的外部推力与内在进程性要素--包括规范建构、交往与社会学习、国际组织与制度建设以及人民参与--共同推动了安全共同体的形成。这两方面的动力通过促进地区共同利益、增进成员国互信、塑造集体身份等方式来实现成员国对地区内部"和平变革"的期待,从而增强安全共同体的"一体化"。东盟安全共同体在内外动力的作用下缓慢向前发展。其中,应对外在安全威胁的共同需求及增强与域外力量抗衡筹码的共同利益促使成员国不断加强内部团结,而东盟集体身份也在与域外行为体的交往中得以实现。但地区内部进程中各要素的缓慢发展,导致共同体内部推动力不足,反过来制约了共同体的内在发展进程。This paper deals with two important puzzles.First,it identifies the dynamic factors which contribute towards the construction of ASEAN security community.And,Secondly it gives the answer to the important question that how these identified factors pusb towards the constriction and strengthening of ASEAN security community?Based on critical absorbing the constrictive security community theory,the paper suggests that,through promoting shared interests,enhancing mutual trust,and shaping collective identity in the region,external thrusts such as outside threats and Interference by external forces as well as internal processes including rule construction,communication and social learning,organization construction together contribute to the credible expectations of "peaceful change" among member states within the region,which can promote the formation of ASEAN security community.The ASEAN security community is moving forward slowly under the influence of internal and external forces.The common need to fend off external security threats and common interests in strengthening counters against external forces is continually strengthening internal unity among member states,and ASEAN’s collective identity is also realized in the communication with external actors.However,the slow development of intra-regional exchanges leads to the lack of impetus within the community,which restricts the internal development process of ASEAN.
