摘 要:[目的]在人才评价改革和中医药发展面临新形势的双重背景下,研究探索适合中医药发展的人才评价机制。[方法]通过文献研究、专家会商和人才访谈等方式,梳理中医药人才评价机制发展脉络,剖析存在问题,提出建议和方案。[结果]随着国家人才评价机制改革推进,中医药人才评价体系更加健全,自主权逐步落实,特色化不断彰显,但仍存在评价导向简单化、标准单一化、方式趋同化、管理滞后化等问题。分析发现,树立正确评价导向、健全特色评价标准、完善分类评价方法、创新多元化评价模式及构建评价诚信体系,是进一步完善中医药人才评价机制的有效方法和路径。[结论]人才评价机制是引导中医药人才发展的“指挥棒”,高等中医药院校应从评价导向、标准、方法、模式及保障等方面入手加以完善,构建导向明确、精准科学、规范有序的评价机制,使其更加符合中医药学科发展规律和特色,从而促进中医药人才队伍良性发展。[Objective]Under the dual background of talent evaluation reform and the development of traditional Chinese medicine(TCM),to explore the talent evaluation system suitable for the development of TCM.[Methods]Through literature research,expert consultation and talent interviews,combing the development context of TCM talent evaluation system,existing problems were analyzed,and suggestions and solutions were put forward.[Results]With the advancement of the reform of the national talent evaluation system,the evaluation system for talents in TCM has become more complete,the autonomy has been gradually implemented,and the characteristics have been continuously demonstrated.However,there are still problems such as simplification of evaluation guidance,simplification of standards,convergence of methods,and lagging of management.The analysis finds that establishing correct evaluation guidance,perfecting characteristic evaluation standards,perfecting classification evaluation methods,innovating multiple evaluation modes and constructing evaluation integrity systems are effective methods and paths to further improve the evaluation system of Chinese medicine talents.[Conclusion]The talent evaluation system is the"leader"to guide the development of Chinese medicine talents.Higher TCM colleges and universities should start from the aspects of evaluation orientation,standards,methods,models and guarantees to improve and establish a clear,precise,scientific and orderly evaluation system to make it more in line with the discipline development laws and characteristics,thereby promoting the healthy development of the TCM talent team.
