从“天下”到“人类命运共同体”——论中国世界秩序观的生成逻辑

摘　　要："天下"作为中国传统政治思想中的基本概念,深植于统治者的对内对外政策中,对内体现为向内集中的漩涡式治理体系,对外体现为同心圆式的外延式扩展。中国古代传统的"天下观"较好地处理了中原文化与周边文化、主体民族与其他民族的关系,在相当长的一段时间内维系了中国传统社会的和平稳定。当前,世界正处在一个加速演变的历史进程中,亟需中国从传统政治思想中汲取营养,准确定位全新的世界秩序和国际政治格局。"天下"作为一个具有丰富内涵和外延的政治概念,将其置于现代政治语境中,有利于理解高于国家本位的世界秩序。同时,这一概念与人类命运共同体相呼应,更有利于建立以关系本位为基础、以"人类"为单元的新的世界秩序观。As a basic concept in traditional Chinese political thought,“Tian Xia”is deeply rooted in the internal and external policies of the rulers.The internal governance system is a whirlpool governance system,and the external governance system is an extension of concentric circle.The traditional view of the world in ancient China well deals with the relationship between the Central Plains culture and the surrounding culture,between the main ethnic groups and other ethnic groups.It maintains the peace and stability of the traditional Chinese Society for a long time.At present,the world is urgent for China to draw nutrition from the traditional political thought and accurately orients the new world order and international political pattern.At the same time,this concept echoes with“A Community of Shared Future for Mankind”,which is easier to establish the view of new world order based on the relationship standard and taking“human”as the unit.
