摘　　要：新冠疫情爆发,我国各行各业受到不同程度的严重冲击。其中,中小微企业受疫情冲击更严重。本文对新冠疫情主要冲击因素进行分析,提出产品供应链、消费需求链、经营资金链、金融债务链"四链"问题,是我国中小微企业当前困境所在。同时,以着力解决"四链"问题为抓手,梳理我国当前中小微企业纾困策略与成效,并进一步从普惠政策、定制政策、施策效度和要素供给等视角,提出后疫情时期"短期"与"长期"相结合的系统性纾困策略。Wih the outbreak of novel coronavirus,all walks of life in China have been severely impacted,of which small and medium-sized enterprises have been more severely affected by the epidemic.This article analyzes the main impact factors of the novel coronavirus,and proposes that the"four chains",which means product supply chain,consumer demand chain,operating capital chain,and financial debt chain,are the current dilemma of small and medium-sized enterprises in China.At the same time,focusing on solving the"four chains"problem,we will sort out and summarize results of the current international and domestic rescue strategies for small-,medium-and micro-enterprises,and further study and propose a combination of"long-term"and"short-term"systemic bailout strategy from the perspective of inclusive policies,customized policies,policy validity and factor supply.
