公务员个体德性与国家治理

摘　　要：公务员是国家治理体系的执行者和贯彻者,想要完成我国的治理现代化首先要实现人的现代化,需要全面提升公务员个体德性。当前我国公务员个体德性的问题主要存在于精神空虚,理想丧失;利益错位,主仆倒置;权力异化,职权变特权;个人生活腐朽,人际关系庸俗等四方面。究其原因,主要是多元价值观的入侵、监督不到位以及行政体制自身等问题。公务员个体德性是推动国家治理现代化的关键所在,所以在国家治理视域下公务员个体德性的提升是至关重要的,可以从以下途径着手:一是建立健全行政道德立法,加强公务员的法制化管理;二是加强个体德性教育,提高公务员德性修养;三是健全道德监督体系,加强个体德性约束;四是推动我国体制改革,实现政府职能的转变。Civil servants are the executor and implementer of the national governance system.In order to complete the modernization of governance in our country,it is necessary to realize the modernization of human beings in the first place and comprehensively enhance the individual virtue of civil servants.At present,the problems of individual virtue of civil servants mainly exist in spiritual emptiness and loss of ideal.Misalignment of interests and inversion of master and servant;Dissimilation of power and change of authority into privilege;Personal life is rotten,interpersonal relations vulgar and so on four aspects.The main reasons are the invasion of pluralistic values,inadequate supervision and the administrative system itself.The individual virtue of civil servants is the key to promote the modernization of national governance.Therefore,it is of great importance to improve the individual virtue of civil servants from the perspective of national governance.Second,to strengthen individual moral education and improve the moral cultivation of civil servants;Third,we should improve the moral supervision system and strengthen individual moral constraint.Fourth,we will promote structural reform and transform the functions of the government.
