摘　　要：区域开放大学要实现实质性转型和高质量发展,必须高度重视图书馆服务文化建设。要在明晰图书馆服务文化概念、要素、特征、功能和分析建设过程存在问题的基础上,确定图书馆文化建设的原则,采取强化服务理念等切实可行的措施,充分发挥图书馆在实行立德树人根本任务中的积极作用。In order to realize the substantial transformation and high quality development,regional open universities must attach great importance to the construction of library service culture.On the basis of clarifying the concept,elements,characteristics,functions of library service culture and analyzing the existing problems in the process of construction,we should determine the principles of library culture construction,take practical measures such as strengthening the service concept,and give full play to the positive role of the library in the implementation of the fundamental task of moral cultivation.
