基于仿制药一致性评价的药品招标采购政策探思

摘　　要：通过文献检索,并基于仿制药质量和疗效一致性评价的国家带量采购经验,探讨药品招标采购中存在的一些问题,同时提出推广国家试点成果,合理划定带量采购区域,构建药品招标采购企业信用体系,加强对医疗机构采购和回款行为的监管,努力使招标采购与一致性评价工作形成良性互动等建议,为进一步完善我国现行药品招标采购政策提供参考.According to literature research,the experiences of the procurement with target quantity in China based on consistency evaluation on the quality and curative effect of the generic drugs,we studied some problems in drug bidding and procurement and meanwhile put forward that we need to develop the achievements of national pilot area,reasonably to define the area of the procurement with target quantity,to construct a credit system for medical enterprises and strengthen the supervision on the purchase and payment behavior of medical institutions to make efforts to form good interaction between the work of the procurement with target quantity and consistency evaluation of the generic drugs,so as to improve the drug bidding and procurement policy in China.
