建成区内低效建设用地辨识及其形成机制——以湛江市中心城区为例

摘　　要：研究目的:尝试在辨识低效建设用地空间格局的基础上,掌握各种影响土地利用效率的因素和低效建设用地的成因。研究方法:"双面判别"辨识体系、标准差椭圆分析、核密度估算、空间自相关模型、二元逻辑回归模型、演绎推理等。研究结果:"相对不合理的经济发展方式和城镇化模式使当前土地利用结构在短期内难以达到经济转型的新预期"是建成区低效建设用地的形成机制,有必要从规划和规范两方面慎重审视每宗建设用地的开发和低效建设用地的再开发和社会经济预期的匹配度。研究结论:认识建成区低效建设用地的形成机制,进而规避低效建设用地的"负外部性",对预防低效建设用地的再次形成、贯彻落实"质量第一、效益优先"的发展方略有重要意义。The purpose of this paper is to grasp various factors affecting land use efficiency and the causes of inefficient land.The employed method is"double-aspect"identification method,standard deviational ellipse analysis,kernel density estimation,spatial autocorrelation analysis,binary logistic regression,and deductive reasoning.The formation mechanism of inefficient land in built-up area is:unreasonable development and urbanization pattern makes the current land use structure difficult to achieve the economic transformation of the new expectations in the short term.It is necessary to carefully examine whether each case of land development or redevelopment is consistent with the social economic forecasts from two aspects of planning and regulation.In conclusion,it is of great significance to understand the formation mechanism of inefficient land in built-up areas and to avoid the negative externality of inefficient land.
