建设山水林田湖草一体化国家公园的优势、问题与对策--以江西省为例

摘　　要：党的十八大以来,习近平总书记提出“山水林田湖草是生命共同体”,这一原则是习近平总书记生态文明思想的主要组成部分。建设山水林田湖草一体化国家公园有系统性、协调性、整体性三大特点;另外也应遵循生态学原理、环境科学原理和系统工程学原理;江西省目前建设山水林田湖草一体化国家公园还存在各管理部门沟通不畅、矿山开采不当、水生态破坏、面源污染等问题,当然江西省建设山水林田湖草一体化国家公园也有一定的优势所在,比如:中央支持、自然环境优越、植被覆盖率高、基础设施建设良好、政府政策扶持力度大,基于此,笔者建议江西省建设山水林田湖草一体化国家公园应采取以下措施:山—规范管理、科学施策;水—技术创新、节水控污;林—退耕还林、植树造林;田—种养结合、绿色农业;湖—综合治理、退田还湖;草—退耕还草、生物防治;人—协同发力、转变意识,以期为江西省建设山水林田湖草一体化国家公园提供一定的参考。Since the 18 Party’s Congress,general secretary Xi Jinping put forward that“mountains,rivers,fields,lakes and grass is a life community”.this principle is the main component of general secretary Xi Jinping’s ecological civilization thought.There are three characteristics in the construction of the national park:systematicness,coordination and integrity;In addition,the principles of ecology,environmental science and system engineering should also be followed.At present,there are still some problems in the construction of the national park,such as poor communication between the management departments,improper mining,water ecological damage and non-point source pollution.of course,there are some advantages in the construction of the national park,such as:central support,superior natural environment,high vegetation coverage,good infrastructure construction,and the government based on the strong policy support,The author suggests that the following measures should be taken for the construction of the national park in Jiangxi Province:mountain standard management and scientific policy implementation;water technology innovation,water conservation and pollution control;forest land conversion to forest and afforestation;combination of field planting and breeding,green agriculture;lake comprehensive management,land conversion to lake;grass conversion to grass and biological control;human cooperation in order to provide some reference for the construction of the national park of the integration of landscape,forest,land,lake and grass in Jiangxi Province.
