论民办高校公益性发展的政策支持体系构建

摘　　要：民办高校公益性发展具有多重内涵,表现为法人目的的非营利性、办学过程的规范性、培养质量的卓越性。同域外私立高等教育发达地区相比,我国民办高校发展的公益性程度不高问题较为突出。从政府治理角度上看,促进民办高校公益性发展,需要政府积极作为,采取包括建立完善以财税扶持为主导的公益发展动力体系、以失信惩戒为主导的公益发展规制体系、以质量认证为主导的公益发展保障体系等政策支持。The public interest development of private colleges have multiple connotations,including the non-profit purpose of legal person,the standardization of the process of running schools,and the excellence of training quality.Compared with the developed of international private higher education,the lack of public welfare in the development of private colleges in China.From the perspective of government governance,to promote the degree of public welfare in private colleges,the government should take active actions,including establishing and improving the public development driving force system dominated by fiscal and tax support,the public development regulation system dominated by punishment for dishonesty,and the public development guarantee system dominated by quality certification.
