摘　　要：“OA2020”(Open Access 2020)是全球开放获取运动的重要思想汇聚和行动指南,其主要目标便是加快学术期刊从当前的“订阅模式”转向“开放获取模式”,推进开放获取期刊的发展。本文基于“OA2020”战略背景探讨了德国、日本、荷兰的开放获取策略,分析了他们根据本国学术期刊特色制定的转型路线图,并从中总结发现对我国促进开放获取期刊发展的启示,以期为更多的学术期刊参与开放获取提供一些参考。OA2020 is an important thought gathering and action guide of the global open access movement.Its main goal is to accelerate the transformation of academic journals from the current“subscription”to“open access”and promote the development of open access journals.Based on the background of OA2020,this paper discusses the open access strategies of Germany,Japan and the Netherlands,and analyzes the transformation roadmaps that they formulated according to the characteristics of their domestic academic journals.It also summarizes and finds inspirations to promote the development of open access journals in China,and provides some references for more academic journals to participate in open access.
