后小康时代民族地区医疗保障制度转型探究

摘　　要：长期以来,医疗保障制度在民族地区经济社会发展中发挥着安全网和减震器的作用。在全面建成小康社会战略目标实现以后,民族地区要确保“因病致贫、因病返贫”问题不再成为制约经济社会发展的主要桎梏,需以发展的视角对民族地区医疗保障制度建设理念与发展方向进行探讨。为进一步提高民族地区医疗保障水平,从全民健康的战略视野出发,结合民族地区实际状况,提出将医疗保障制度转型为健康保障制度,同时对健康保障理念下民族地区现行医疗保障制度的建设与运行困境进行分析,并提出相应的对策建议。Medical security system at ethnic areas of China has been playing the role of social safety net and shock absorber in the economic and social development of China for a long time.After the realization of the strategic goal of building a well-off society in an all-round way,the problem of"poverty caused by illness and returning to poverty due to illness"in ethnic minority areas should not become a major constraint to economic and social development any more,and the construction concept and development direction of medical security system in ethnic minority areas should still be discussed from the perspective of development.In addition,in order to further improve the level of medical security in ethnic minority areas,this article constructs a concept of health security system instead of medical security system,further makes a discussion and analysis of the construction of current medical security system in ethnic areas,and puts forward the corresponding suggestions.
