摘 要:公用房是高校国有资产的重要组成部分,是教学科研、人才培养不可或缺的资源保障。长期以来,高校公用房管理中普遍存在缺乏规划、贫富不均、使用效率低下等问题。随着高等教育的飞速发展,公用房供需矛盾日益凸显,如何切实增加可调配资源、实现科学有效配置是公用房管理改革的核心所在。通过分析高校公用房的管理现状,运用管理学中的战略钟模型,从腾退的情况分类、实施主体和策略选择3个方面探索公用房腾退机制,以期为优化高校房产资源配置、切实提高公用房流动性和使用效率提供借鉴。Public housing is an important part of university state-owned assets,which is a unique resource guarantee for teaching and researching and personnel training. There are widespread problems such as lack of planning,unequal distribution and inefficient use in the public property management. For a long time,with rapid development of higher education,the contradiction between supply and demand of public housing is becoming more and more prominent. How to increase practical public housing resource to realize the scientific distribution is the core of public housing management innovation. This paper analyzes the relevant literature and research to summarize the management status of public housing resource. On the basis of quit situation classification,implementing subject and strategy selection,the paper uses the Strategic Clock Model in Management and explores quit mechanism of public housing,optimize the allocation of real estate resources and improve mobility of public housing in universities.
