摘　　要：为了系统地探讨土木类高校教学型实验室的安全管理体系和应急处理机制,通过系统分析实验室的安全隐患,结合具体实际管理经验,提出实验室安全管理体系建立及加强执行能力的具体措施,实现制度制定合理、可操作性强且与实际紧密结合。同时,通过实验室应急演练实况分析,探讨了应急演练的意义、关键技能以及注意事项等,以此对突发事件的应急救援机制进行重现与落实补充。总之,实验室安全管理需要着重从制度建立及执行能力等方面提升管理软实力,特别是管理者的安全意识、实验室准入机制、工作人员的安全责任、安全检查与值班制度、安全应急预案的制定及定期演练执行能力是实验室安全长效机制的核心。In order to systematically explore the safety management system and emergency response mechanism of the teaching laboratories in civil engineering college. Through the systematic analysis of the safety hazards of the laboratory,combined with the actual management experience,specific measures for the establishment of the laboratory safety management system and the strengthening of the implementation capability are proposed,and the system is formulated reasonably,operably and closely integrated with the actual situation. At the same time,through the live analysis of laboratory emergency drills,the significance,key skills and precautions of emergency drills are discussed to reproduce and supplement the emergency rescue mechanism of emergencies. In short,laboratory safety management needs to focus on improving management soft power from the aspects of system establishment and execution capabilities,especially the management’s safety awareness,laboratory access mechanism,staff safety responsibility,safety inspection and duty system,and safety emergency plan. The development and regular exercises of execution capabilities are at the heart of the laboratory’s long-term safety mechanisms.
