基于“业务流程管理”的高校特种设备安全管理体系建设

摘　　要：高校特种设备安全是保障学校教学科研安全稳定的重要一环。一旦发生特种设备安全事故,将给学校及师生生命财产安全造成不可估量的损失。针对特种设备安全管理,提出通过过程监管来保障最终安全的管理模式。基于"业务流程管理"的视角,直面跨学科发展、设备需求增多、管理更趋专业等当前高校特种设备安全管理的现状与挑战,通过梳理特种设备全生命周期的安全管理流程,明确特种设备从采购、登记、使用、检验到报废等流程节点的管理要求和操作办法,并提出高校应加强机制体制建设、开展宣贯演练培训、推进信息化建设、重视隐患排查和风险评估建设及委托第三方专业管理介入等举措,全面打造安全平稳有序的高校特种设备安全管理与使用工作体系。Safety of special equipment is an important part of ensuring the safety and stability of scientific research and teaching in universities. Once the safety accident of special equipment occurs,it will cause incalculable loss to the safety of life and property of the school and teachers and students. In view of the management mode and characteristics of the safety management of special equipment to ensure the final safety through process supervision,based on the perspective of business process management,facing the challenges such as interdisciplinary development,increasing demand for equipment and more professional management,we propose purchasing,registration,use,inspection to scrapping and other process node management requirements and operation methods,and put forward that universities should strengthen the construction of mechanism and system,carry out propaganda and consistent drilling training,promote information construction,attention to hidden danger investigation and risk assessment construction,and explore entrusting third-party professional management intervention measures,to build a safe,stable and orderly university special equipment safety management and use system.
