摘  要:文章分别从生态、农业与建设三个功能指向构建资源环境承载能力评价指标体系,系统集成木桶"短板效应"、加权线性求和、多要素空间叠置等方法,对宁远县自然本底状况进行评价研究。研究结果表明:宁远县整体的生态保护等级属于中等偏上水平,生态保护等级为Ⅳ、Ⅴ级的用地面积为240 962.31 hm^2,占比为96.33%,地理分区呈现南北两侧高、中部和西部偏低的特征;农业功能指向的承载能力总体水平较低,承载等级为Ⅳ级的用地面积为9 312.78 hm^2,占全县的3.72%,呈现中部高、南北两侧低、东高西低的特征;整体建设功能指向的承载能力水平较高,承载等级为Ⅲ、Ⅳ级的用地面积为57 675.73 hm^2,占全县的23.06%,呈现中部高、南北两侧低、东西部边缘低等特征。资源环境承载能力评价是国土空间规划"双评价"的前期基础工作,可为后期有序划定"三区三线"、科学统筹"三生空间"布局提供更明确的决策依据。The evaluation index system was constructed from three perspectives including ecology,agriculture and construction.And we integrated the application of "barrel short board effect",weighted linear summation and multi-factor spatial overlap analysis to calculate the natural background situation in Ningyuan.The results show that the overall ecological protection level is above the average in Ningyuan.The land area of grade Ⅳ and Ⅴ is 240 962.31 hm^2,accounting for 96.33%.The overall capacity of agricultural function is relatively low.The land area of grade IV is 9312.78hm^2,accounting for 3.72% of the county.It is characterized by high in central area and east,low in south,north and west.The overall capacity of construction function is relatively high.The land area of grade Ⅲ and Ⅳ is 57675.73hm^2,accounting for 23.06% of the county.It is characterized by high in central part,low in south,north,east and west edges.The evaluation on resources and environment carrying capacity is the preliminary basic work of "double evaluation" of land space planning,which provides a more clear decision-making basis for orderly delineation of "three districts and three lines" and scientific overall planning of "three living Spaces".
