论网络公共舆论“塔西佗陷阱”及应对建议

摘　　要：自媒体时代,公共话语权逐渐平民化,现实生活中的突发事件,极易在网络空间引起舆论危机,尤其是针对政府公信力的网络公共舆论危机——“塔西佗陷阱”。网络舆论政府公信力危机既不利于网络良好生态的形成,更易引发现实社会风险。网络公共舆论危机——“塔西佗陷阱”主要表现为无论政府说什么,舆论参与者都一概不信任,其产生的原因主要在于政府应对舆论危机不当,其危害主要是损害政府威信,引发社会风险。面对网络公共舆论“塔西佗陷阱”,政府应通过主导舆论态势,构建新型主流媒体,坚定人民主体地位来化解危机,引导网络公共舆论健康发展。Since the media era,the public discourse power has gradually become more and more popular.Unexpected events in real life are extremely easy to cause public opinion crisis in cyberspace,especially the“Tacitus Trap”,which is aimed at the public opinion crisis of the government’s credibility.The crisis of public opinion and government credibility on the Internet is not conducive to the formation of a good ecology on the Internet,and it is more likely to cause real social risks.Internet public opinion crisis-“Tacitus Trap”is mainly manifested in that no matter what the government says,public opinion participants do not trust it.The main reason for this lies in the government’s improper response to the public opinion crisis.Its harm is mainly to damage the government’s prestige and cause social risks.Facing the“Tacitus Trap”of Internet public opinion,the government should resolve the crisis and guide the healthy development of Internet public opinion by leading the public opinion trend,constructing new mainstream media and strengthening the dominant position of the people.
