论绿色发展视域下能源企业的生态环境责任

摘　　要：能源企业在能源开发利用过程中产生了大量生态环境问题,理应自觉承担相应的生态环境责任。能源企业应承担怎样的生态环境责任,怎样承担生态环境责任?首先,应坚持开发利用与环境保护相结合的理念和原则,减少污染排放,加强环境保护,减少温室气体排放,防止气候变暖,实现能源开发利用与生态环境保护协调发展,努力实现能源安全和环境安全双赢;其次,切实履行能源清洁化的社会责任,积极推进化石能源的清洁化、高效化利用,大力开发利用"低碳能源"与可再生能源,发展低碳能源经济;最后,应保障能源可持续开发利用,遵循能源代际公平,让能源造福子孙后代。能源企业在能源开发利用自觉承担相应的生态环境责任的同时,国家应健全法律促使和推动能源企业承担生态环境的社会责任。Energy enterprises have a lot of eco-environmental problems in the process of energy development and utilization, so they should consciously bear the corresponding eco-environmental responsibility. What kind of ecological and environmental responsibilities should energy enterprises take? How to bear the responsibility of ecological environment? First of all, we should adhere to the concept and principle of combining development and utilization with environmental protection, reduce pollution emissions, strengthen environmental protection, reduce greenhouse gas emissions, prevent climate warming, achieve coordinated development of energy development and utilization and ecological environment protection, and strive to achieve win-win energy security and environmental security;Secondly,we should earnestly fulfill the social responsibility of energy cleaning and actively promote fossil energy.Thirdly, we should ensure the sustainable development and utilization of energy, follow the intergenerational equity of energy, and let energy benefit future generations. In addition to energy development and utilization, energy enterprises consciously bear the corresponding ecological and environmental responsibility, the state improves laws to promote and promote energy enterprises to bear the social responsibility of ecological environment.
