摘　　要：为全面增强民众安全防范能力,构建和谐平安的社会环境,相关政府部门及组织机构应牢固树立"和谐平安"的指导思想,将强化安全教育与安全管理提上日常,强化周边环境与城市内部的治安体系,切实贯彻"责任到人"的管理理念,推行安全教育工作机制,提升各部门的思想觉悟,将安全工作作为各项事务性工作的核心,关注细节管理,注重安全教育,促进安全防范教育的纵深发展。本文结合安全事故的动因,探析民众安全防范教育内容、提出安全教育策略与防范策略。In order to enhance people’s safety prevention ability and build a harmonious and safe social environment,relevant government departments and organizations should firmly establish the guiding ideology of "harmonious and safe ",put the strengthening of safety education and safety management on a daily basis,strengthen the surrounding environment and the public security system within the city,practically implement the management concept of "responsibility to people",and promote the safety education mechanism system,enhance the ideological awareness of all departments,regard safety work as the core of all affairs work,pay attention to detail management,pay attention to safety education,and promote the in-depth development of safety education.
