摘  要:随着我国特殊教育发展的重点逐步从规模扩大转向质量提升,县级特殊教育资源中心在区域特殊教育发展中的地位和作用得到凸显。多项特殊教育法规和政策均对县级特殊教育资源中心的建设进行了规定和要求。目前县级特殊教育资源中心在具体建设和运作过程中存在随意性较强、专业人才资源紧缺、职能相对单一等问题。未来应尽快出台规范、统一的县级特殊教育资源中心建设指南,建设专职、专业化教师队伍,完善工作制度,整合资源拓展职能,更好地促进区域特殊教育整体发展。As quality is gradually taking priority over quantity in the development of special education in China,the significance of the county-level special education resource center and the role it plays have been highlighted in the regional special education development.Numerous regulations and policies have made stipulations and requirements for the county-level special education resource center construction.At present,problems and difficulties encountered in the construction and operation of the resource center include lack of unified standards,shortage of professionals,and singleness of function.In the future,measures should be taken to provide a standardized and unified construction guide,to build a full-time professional team of teachers,to improve the work system,to integrate resources,and to expand the function of the center,so as to promote the overall development of regional special education.
