摘 要:为了加强全国生态保护红线的监督管理,中共中央办公厅、国务院办公厅印发的《关于划定并严守生态保护红线的若干意见》(厅字〔2017〕2号)第九条中明确提出,“严禁不符合主体功能定位的各类开发活动,严禁任意改变用途。生态保护红线划定后,只能增加、不能减少”。为满足国家、省、市各级生态保护红线监管任务和业务需求,沈阳市适时开展了生态保护红线人类活动调查工作,为探索构建生态保护红线人类活动监管业务体系,合理规划生态保护红线区内生产生活和开发利用活动,严格落实国家生态保护红线管理政策要求提供基础数据支撑。In order to strengthen the supervision and management of the national ecological protection red line,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Several Opinions on the Delineation and Strict Observation of the Ecological Protection Red Line(Ting Zi[2017]No.2).It is clearly stated in Article 9:“All kinds of development activities that do not meet the main function positioning are strictly forbidden to change their uses.After the red line of ecological protection is delineated,it can only increase and cannot decrease”.In order to meet the red line supervision tasks and business needs of national,provincial and municipal ecological protection,Shenyang City timely launched a human protection investigation of ecological protection red lines,to provide basic data support for exploring the establishment of a human activity supervision business system of ecological protection red lines,and rationally planning production,living,development and utilization activities in the ecological protection red line areas,and strictly implementing policy requirements of the national ecological protection red line management.
