摘　　要：金融扶贫推动了农村精准扶贫工作造血式的良性发展。但由于金融排斥与金融抑制现象的普遍存在,农村金融精准扶贫工作绩效的提升尚且面临着一些问题和瓶颈。结合区域特点和扶贫要求,以受益者视角构建三层次立体式金融扶贫绩效评价体系,运用因子分析、层次分析、德尔菲法等对辽宁省117个贫困村的金融扶贫数据进行实证调查、分析与审思。研究发现金融扶贫工作中金融产品、金融服务以及信用评级三个层面的指标发展不均衡,金融产品设计与金融服务质量须进一步加强;地域及贫困户的贫困状态对绩效评分存在显著性影响,未来金融扶贫工作应从提升贫困户的利益关注度切入,针对不同的县域特点和贫困层次设计多样化、适用性产品,提升金融机构的便捷性,简化流程,提高效率。Financial Poverty Alleviation has promoted the healthy development of precise poverty alleviation in rural areas.However,due to the widespread phenomenon of financial exclusion and financial repression,the improvement of the performance of rural financial precision poverty reduction work is still facing some problems and bottlenecks.Combining the regional characteristics and the requirements of poverty alleviation,a three-level three-dimensional financial poverty alleviation performance evaluation system is constructed from the perspective of beneficiaries,this paper makes an empirical investigation,analysis and reflection on the financial poverty alleviation data of 117 poor villages in Liaoning Province by using factor analysis,analytic hierarchy process and Delphi method.It is found that the indicators of financial products,financial services and credit rating are not balanced in the process of financial poverty alleviation,and the design of financial products and the quality of financial services should be further strengthened Geographical Location and poverty status of poor households have a significant impact on the performance score.In the future,financial poverty alleviation work should start from improving the interest of poor households,according to the characteristics of different counties and poverty levels design diversification,applicability of products,improve the convenience of financial institutions,simplify the process,improve efficiency.
