摘  要:为了从理论上分析水运工程施工安全事故,为事故调查和事故预防提供系统可行的分析方法,提出了水运工程施工"3-2-1"事故致险机理.在分析古典、近现代致险机理的基础上,结合"2-4"模型,充分考虑水运工程施工分级管理、受自然条件影响大等特点,采用逆推法从事故发生直接原因—间接原因—根本原因—根源原因出发,构建了"3-2-1"多维空间致因事故致险.案例研究表明,该模型分析事故客观全面,将"漏洞"定位于"安全管理体系文件执行不力",对同类型工程预防事故具有指导意义.In order to analyze the construction safety accident of water transportation engineering theoretically,and provide the feasible analysis method for accident investigation and prevention,the cause risk mechanism"3-2-1"model of water transportation engineering construction was put forward.Based on the analysis of classical and modern cause risk mechanism,in combination with"2-4"model,fully considering the characteristics of the water transportation engineering classification management and greatly influenced by natural conditions,etc.,the"3-2-1"multi-dimensional space cause accident risk was constructed by using the inverse method from the direct cause-indirect cause-fundamental cause-root cause of the accident.The case study shows that this model can analyze accident comprehensively and to locate"vulnerability"in"weak enforcement of the safety management system document",which has a good guidance for similar engineering prevention accident.
