摘　　要：本研究讨论的问题源于作者对妇联与社会工作机构合作产生的各自职责、角色、关系、行为逻辑方面的困惑。作者全面检视了一个由M市妇联向X社工机构购买的反家暴服务项目,尝试将性别分析融入新制度主义的理论框架去解释两者间的互动及其产生的结果。本文是两篇系列论文中的一篇,主要从文化-认知的层面对妇联与社工机构间的差异与角力进行深入剖析,尤其是不同性别意识、行事风格、权力关系带来的碰撞与折中等。妇联与社工机构充满张力的持续互动建构出新的意义、理解与观念,形塑着组织能动性,推动或限制着妇联的改变,性别在其中起了重要影响作用。从这个案例中作者看到性别分析与新制度主义对话与结合的必要性,尤其是在非正式制度与正式制度的关系、组织变革、结构与自主性以及权力关系等核心议题上,性别视角能提供新的思维与分析维度。The issues in discussion have stemmed from the authors’ confusion about the respective roles,relationships and behavioral logic generated by the cooperation between the Women’s Federation and social work organizations. The authors examine a counter-domestic-violence service project purchased by the M City Women’s Federation from the X Social Work Agency,attempting to incorporate gender analysis into the theoretical framework of the new institutionalism to explain the interaction between the two. This article is one of a two-paper series. It mainly analyzes the differences and tension between the Women’s Federation and social work organizations from the cultural-cognitive level,especially the collision and compromise brought about by different gender consciousness,acting styles and power relations. The continuous interaction between the Women’s Federation and social work institutions has created new meanings,understandings and concepts,shaped the organization’s initiative,and promoted or restricted the changes of the Women’s Federation,in which gender plays an important role. From this case,the authors see the need for dialogue and integration between gender analysis and neo-institutionalism. Arguably,gender perspective can offer new thinking and analytical dimensions,especially on the core issues of the relation between informal and formal institutions,organizational change,structure and autonomy,and power relations.
