摘　　要：“双一流”是国家做出的重大战略决策,一流本科教育是“双一流”建设的基石。一流本科教育的建设首先在于战略问题。进入新时代,本科教育既面临着新的外部机遇与挑战,自身也存在优势与不足,如何发展优势、转化劣势,是一流本科教育中必须解决的实践问题。文章基于企业战略分析方法(简称SWOT),从办学模式、办学理念、发展模式和供给结构的调整四大方面进行了一流本科教育发展战略的体系建构,以期推动本科教育向纵深发展。"Double First-Class"is an important strategic decision made by the state,the construction of first-class undergraduate education is the cornerstone of it.In the new era,the first-class undergraduate education is facing new opportunities and challenges.How to transform its disadvantages to advantages is a practical problem that must be solved.In order to promote the construction of first-class undergraduate education further in-depth,we construct a development strategy system from four aspects,that is school running mode,school running concept,development mode and supply structure adjustment based on the SWOT.
