生态脆弱区经济发展与生态环境耦合协调关系分析——以云南省文山壮族苗族自治州为例

摘　　要：经济发展和生态环境之间的关系错综复杂,相互影响、相互制约,探寻经济发展和生态环境协调关系对于生态脆弱区可持续发展具有重要意义。以国内经济发展较为落后和生态环境较为脆弱的云南省文山壮族苗族自治州为例,通过频度统计法构建经济发展和生态环境评价指标体系,再运用熵值法和耦合协调模型进行实证分析。结果表明,生态脆弱区经济发展与生态环境耦合度和耦合协调度整体呈上升趋势;生态脆弱区生态环境建设速度小于经济发展速度。在此基础上,通过定性分析和文献分析法确定了开发效率、产业结构和相关法律法规等主要影响因素,并据此提出提高开发效率、优化产业结构以及构建绿色法律制度体系等相应对策。The relationship between economic development and ecological environment is complicated,with mutual influence and restriction.It is of great significance to explore the harmonious relationship between economic development and ecological environment for the sustainable development of ecologically fragile areas.This paper took Wenshan Zhuang and Miao Autonomous Prefecture in Yunnan Province,where the domestic economic development was relatively backward and the ecological environment was relatively fragile,as an example,constructed the index system of economic development and ecological environment evaluation through frequency statistics,and then conducted an empirical analysis by using entropy method and coupling coordination model.The results showed that the coupling degree and coordination degree between economic development and ecological environment in ecologically fragile areas were on the rise.The speed of ecological environment construction in ecologically fragile areas was less than the speed of economic development.On this basis,four main influencing factors,such as development efficiency,industrial structure and relevant laws and regulations,were determined through qualitative analysis and literature analysis,and corresponding countermeasures were proposed to improve development efficiency,optimize industrial structure and construct green legal system.
