高校化学实验教学中心安全责任制的完善与实践

摘　　要：安全责任制是安全管理的重要组成部分。高校化学实验室教学实验内容繁多,涉及不同层次的师生,情况复杂。本论文在常规安全责任制的基础上,基于中国海洋大学化学实验教学中心的具体实践,综合考虑空间、时间和人员等构成因素,制定了一套新的化学实验中心安全责任体系。该体系时间包含了学生实验时间及非实验时间,空间包含了实验中心所有实验室,人员包含了实验技术人员、实验指导教师、参与实验的学生。实践表明,该安全体系自2017年开始实施以来,我校化学实验中心的安全事故发生率明显降低,有力地证明了该体系的有效性。Safety responsibility system is an important part of safety management. The contents of Chemical Laboratory teaching experiments in the universities are various, involving teachers and students of different levels, and the situation is complicated. Based on the general safety responsibility system and the practice of the Ocean University of China, this paper considers the factors of space, time and personnel, a new safety responsibility system for chemical laboratory center has been established. The system time includes the students’ experimental time and non-experimental time, the space includes all the laboratories in the experimental center, and the personnel include the experimental technicians, the experimental instructors and the students participating in the experiment. Since 2017, the practice shows that the accident rate of the chemical experiment center of our university has been reduced obviously, which proves the validity of the system.
