摘　　要：习近平总书记在党的十九大报告中明确提出要按照“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的要求来打造社会主义新农村、构建社会主义新民风。乡村公共文化建设是新民风建设的重要组成部分,由于政府的重视,乡村公共文化建设得到极大发展。但行政主导下的乡村公共文化建设存在文化供给与需求脱节、建设主体缺失导致文化内生动力不足、乡土文化的商业化操作导致文化认同危机等系列问题。因此,需要通过满足农民实际需求、提高农民物质基础来培育乡村文化自信体系;在继承优秀传统文化基础上进行文化创新来重构乡村文化的再生产秩序;完善乡村公共文化治理体系、优化乡村公共文化治理能力焕发乡村公共文化的生命力。In the report at 19th CPC National Congress,President Xi Jinping clearly stated that it is necessary to build a new socialist countryside and customs in accordance with the requirements of“prosperous industry,ecological livability,civilized civilization,effective governance and affluent life”.The construction of rural public culture is an important part of the construction of new folk customs.With the government’s attention,the construction of rural public culture has been greatly improved.But under the executive leadership,there are a series of problems of the rural public culture construction,such as disconnection between cultural supply and demand,and the lack of construction main body leading to insufficient endogenous culture power,and the commercial operation of local culture leading to a crisis of cultural identity.Therefore,it is necessary to cultivate the self-confidence system of rural culture by satisfying the actual needs of villagers and improving the material foundation of farmers,and to reconstruct the reproduction order of rural culture through cultural innovation based on inheriting excellent traditional culture,and to radiate the vitality of rural public culture by improving rural public cultural governance system and optimizing rural public cultural governance capabilities.
