摘　　要：通过法治和人治的国家治理方式的对比和法治素养的界定,揭示当今法治素养不足的现状,阐明了提升法治素养的必要性,并结合高校实际论述了提升法治素养的途径与方式,创新性设计了“3+4”全员法治素养提升的体系框架,为高职院校开展法治教育提供了借鉴。Through the comparison of the rule of law and the rule of man's national governance and the definition of the law literacy,this paper reveals the literacy lack in the law,clarifies the necessity of improving the literacy of the rule of law,and discusses the ways and methods of improving the literacy of the rule of law in combination with the actual situation of the university,and innovative design.The"3+4"system framework for the improvement of the rule of law literacy of all employees has provided a reference for higher vocational colleges to carry out rule of law education.
