摘 要:当前我国数字教育资源供给与实际需求普遍存在错配现象,资源的供需不匹配导致资源应用水平不高。文章在3E理论(经济性、效率性和有效性)和系统论的指导下,通过德尔菲法和层次分析法,从投入(经费、人员、时间)和产出(供给内容、供给效果)维度构建了数字教育资源供给绩效评价体系,并将其应用于测量5种不同资源供给方式的绩效水平,测量结果表明不同资源供给方式的整体绩效水平差异不大,不同资源供给方式优势、劣势各有侧重,互为补充。At present,there is a widespread mismatch between the supply and actual demand of digital education resources in our country,which led to the low level of resource application.Under the guidance of 3E theory(economic,efficiency,effectiveness)and system theory,the resource supply performance evaluation system was constructed from dimensions of input(funding,personnel,time)and output(supply content,supply effect)through Delphi method and analytic hierarchy process.Meanwhile,the performance levels of five different resource supply methods were measured by the system mentioned above.The measurment results indicated that the overall perfromance level of different resource supply methods did not differ greatly,and different resouce supply methods had their own focused advantages and disadvantages,which complemented each other.
