应用型大学激发科技创新活力的路径解析

摘　　要：针对应用型大学科技创新活力存在的问题,对政策制度、管理模式、绩效评价、服务社会与科技创新活力的内生关系进行研究。研究指出贯彻政策制度是激发应用型大学科技创新动力的前提,创新科研管理模式是释放科技创新活力的关键,优化科研绩效评价是持续提升科技创新能力的手段,服务社会是应用型大学科技创新的源泉和价值体现。利用政策制度优势、创新科研管理模式和优化科研绩效评价是激发应用型大学科技创新活力的有效路径。This paper analyzes the endogenous relationship between policy system,management mode,performance evaluation,serve the community and the technological innovation vitality in applied universities.It is pointed out that carrying out the policy system under the background of the reform is the premise to stimulate the scientific and technological innovation motive force of the applied university,the innovation scientific research management mode is the key to release the vitality of the scientific and technological innovation,and the optimization scientific research performance evaluation is the means to continuously enhance the scientific and technological innovation ability,and serving the society is the source and value embodiment of scientific innovation in applied universities.Through analyzing the key problems of scientific research management system,scientific research management mode and scientific research performance evaluation,the research shows that utilizing the advantages of policy system,innovating scientific research management mode and optimizing scientific performance evaluation are the effective ways to stimulate the vitality of scientific and technological innovation in applied universities.
