四川省低空空域协同管理改革试点综述

摘　　要：四川省是航空产业大省,近年来在大力发展通航产业的同时,也在不断探索符合我国国情,与军民航发展相适应的低空空域改革新方法、新思路。四川省低空空域协同管理改革由四川省人民政府负责,创新了军民融合发展的新模式。空域管理由“全域管制”向“管制与非管制”过渡,实现了低空自主目视飞行。并且建立了全国首个低空空域协同管理运行中心,创新了审批管理模式。结合四川省低空改革现状,分析和介绍了四川省低空空域协同管理改革现状、管理方法和运行机制以及存在的问题和今后的发展建议。Sichuan Province is a large province of aviation industry.In recent years,while vigorously developing the navigation industry,it is also continuously exploring new methods and new ideas for low-altitude airspace reform that are in line with China's national conditions and compatible with the development of military and civil aviation.The Sichuan Province People's Government is responsible for the reform of Sichuan low-altitude airspace collaborative management,which innovates a new model of military-civilian integration development.Airspace management transitioned from"global control"to"regulated and unregulated",enabling autonomous low-altitude visual flight.And the country's first low-altitude airspace collaborative management and operation center was established,innovating the approval management model.Based on the current situation of low-altitude reform in Sichuan Province,the current situation,management methods and operating mechanisms of the low-altitude airspace collaborative management reform in Sichuan Province are analyzed and introduced,as well as existing problems and future development suggestions.
