大学治理的特殊性与我国大学治理体系现代化

摘　　要：大学治理体系是一个包括大学治理理念、现代大学制度和治理实施机构的有机系统。实现大学治理体系现代化,必须以大学治理的特殊性为基础。大学治理是基于大学组织特殊性的学术组织治理,是源于大学功能和使命特殊性的教育组织治理。推进我国大学治理体系现代化进程,需要把握两个最具现实性的关键问题:一是必须克服大学行政化倾向,把大学作为学术组织和教育机构来治理;二是必须确立大学作为自主办学法人实体的治理主体地位,把大学作为面向社会依法自主办学的法人实体来治理。The university governance system is an organic system including the university governance idea,the modern university system and the governance implementation organization.The modernization of university governance system must be based on the particularity of university governance.University governance is the governance of academic organization based on the particularity of university organization,and the governance of educational organization based on the particularity of university functions and missions.To push forward the modernization of China's university governance system,we need to grasp the two most realistic key issues:first,we must overcome the administrative tendency of university governance and govern universities as academic organizations and educational institutions;Second,it is necessary to establish the primary role of university as a legal entity with academic autonomy in university governance,and govern university as a legal entity that running school independently in accordance with the law for the society.
