摘 要:随着我国高速铁路的大规模建设,高铁线路设计与环保生态红线的矛盾越来越突出,用先进的环保选线设计方法进行线路方案设计显得尤为重要。在高铁线路实际设计过程中,首先要树立环保选线的意识,其次要强化环保选线的措施,重心前移加强环境保护的调查研究,坚决贯彻环保敏感点“一绕、二比、三措施”的综合选线方法,论述设计方案的合理性。最后在不能绕避条件下积极开展专项评审和批复工作,加强工程保护措施创建绿色工程。以西延高铁绕避文物保护区为例进行实例分析,得到较为合理的线路设计方案,结果表明通过以上方法,可以有效化解环保选线中面临的困难与问题,在今后的高铁选线中具有较好的指导作用。With the large-scale construction of high-speed railway in China, the contradiction between high-speed railway line design and ecological protection red line is becoming more and more prominent. It is particularly important to use advanced environmental protection design method to design the route scheme. First of all, in the actual design process of high-speed railway, the awareness of environmental protection in route selection should be addressed. Secondly, it is necessary to strengthen the measures of environmental protection in route selection, and reinforce investigations and researches on environmental protection by moving forward the focus. The rationality of the design scheme is discussed through the comprehensive route selection method of "by-passing, comparison and measures" for environmental sensitive points. Finally, special review and approval should be actively carried out if by-passing or avoiding is not allowed, and engineering protection measures should be consolidated to create green engineering projects. Based on the analysis of Xi’an-Yan’an High-speed Railway bypassing cultural relic reserve, a more reasonable route design scheme is obtained. The results show that the above methods can effectively resolve the difficulties and problems faced in the environmental protection route selection, and provide a better guiding role in high-speed railway route selection.
