摘　　要：新冠肺炎疫情期间交通管控和运输保障均发挥了重要作用,但二者政策机理不同,且相互影响。惑于长期以来主流交通运输政策体系中交通管控的缺失,关于中国交通抗疫的政策宣传仅仅强调运输保障却并未体现出交通管控的作用地位。按照管控与保障的交通运输政策二分法,对新冠肺炎疫情期间的交通抗疫举措进行重新评估,阐明了疫期的交通政策逻辑,最后就如何发挥管控在交通运输政策体系中的基础性地位作用、把交通管控与运输保障同时作为政策体系的两大基石提出了相应的建议。During the COVID-19 epidemic,traffic control and transportation guarantee has played an important role,but the two have different policy mechanisms and influences on each other.According to the dichotomy of transportation policy for control and guarantee,the anti-epidemic measures during COVID-19 epidemic is re-evaluated,and the logic of the traffic policy during the epidemic period is clarified.Finally some policy suggestions are made concerning how to play the basic role of control in the transportation policy system and taking traffic control and transportation guarantee as the two cornerstones of the policy system at the same time.
