完善我国公立医院DRGs付费制度的研究

摘　　要：DRGs是国际社会公认的比较合理和科学的医保付费方式,已被确立为国家医保付费改革的重要方向。以DRGs实践为对象,梳理我国公立医院DRGs付费实践历程,从制度设计、实施动力、技术支撑、监管机制等角度分析DRGs付费试点实践存在的障碍因素,提出制定DRGs付费相关法律法规、建立DRGs专业管理机构和技术咨询平台、调动医院及临床医师参与度、强化DRGs付费全过程监管等具体改革建议,旨在推进DRGs付费改革健康发展。DRGs is a reasonable and scientific medical insurance payment method recognized by the international community,and has been established as an important direction of national medical insurance payment reform.DRGs practice as object,combing public hospital DRGs pay practices in China,from system design and implementation of dynamic analysis,technical support and supervision mechanism Angle DRGs payment practices obstacle factors are put forward to develop DRGs payment related laws and regulations,establishing the DRGs professional management and technical consultancy,mobilize hospitals and clinicians participation,strengthening the DRGs specific proposals for reform,such as paying the whole process of inspection,aims to promote the reformof DRGs paid health development.
