广西经济增长中的人才资本贡献率研究

摘　　要：人才贡献率是人才作为核心投入要素进入经济运行中对经济增长的贡献份额,是衡量国家人才发展的主要指标之一,用于表征人才使用效能,反映人才使用状况和作用发挥程度。本文在柯布-道格拉斯生产函数模型(C-D模型)的基础上,采用广西2008-2018年相关数据,测算了广西人才资本在经济社会发展中的贡献率。结果显示,广西2008-2018年经济增长中贡献率还是以物质资本为主,贡献率达到73.25%;人才贡献率为27.61%,达到自治区中长期人才发展规划的目标要求,但与全国中长期人才发展规划的目标(35%)还有较大的差距。同时,广西基础性人力资本存量在2008-2018年出现负增长,而拥有专业人力资本的人才成为经济发展的主力军。未来广西应进一步完善人才政策,加大引才力度,实施重大人才项目,为推进广西经济社会发展提供更加有力的人才支撑和智力支持,提升广西经济社会发展中的人才贡献率。The contribution rate of talents is the contribution share of talents to economic growth when they enter into the economic operation as a core input factor.It is one of the main indicators to measure the development of national talents,which is used to represent the efficiency of talent use and reflect the status of talent use and the degree of effect taking.Based on the Cobb-Douglas production function model(C-D model),this paper uses the relevant data of Guangxi from 2008 to 2018 to calculate the contribution rate of Guangxi’s talent capital in the economic and social development.The results show that,in economic growth of Guangxi from 2008 to 2018,the contribution mainly comes from material capital,with the contribution rate reaching 73.25%;the contribution rate of talents reaching 27.61%,which meets the goal requirement of the medium and long-term talent development plan of the autonomous region.However,there is still a big gap with the goal of the national medium and long-term talent development plan(35%).At the same time,Guangxi’s basic human capital stock has a negative growth from 2008 to 2018,and talents with professional human capital have become the main force of economic development.In the future,Guangxi should further improve the talent policy,strengthen the talent introduction,implement the major talent projects,provide more powerful talent supports and intellectual supports for promoting the economic and social development of Guangxi,and improve the contribution rate of talents in the economic and social development of Guangxi.
