人力资本对民族地区贫困农户退出的影响——以云南户撒阿昌族乡为例

摘　　要：人力资本是促进农户脱贫进程的关键要素,从人力资本的视角探讨贫困农户退出问题对于制定有针对性的脱贫政策具有重要意义。文章基于人口较少民族——阿昌族聚居地云南省陇川县户撒阿昌族乡2018年801户贫困农户的微观数据,研究了异质性人力资本对民族地区贫困农户退出的影响。结果表明:健康与教育对贫困农户人均收入有显著促进作用的同时也对贫困农户退出贫困有显著的正向作用,两类人力资本的提高可以明显缩短农户的脱贫时间;家庭有劳动技能的比率对人均收入具有显著的正向影响,同时对于贫困农户退出贫困以及脱贫时间产生正向影响但结果并不显著。基于此,包括云南户撒阿昌族乡在内的特殊民族地区应积极增加人力资本投资,提升当地人力资本水平,对促进贫困农户尽快脱贫有重要意义。Human capital is a key element to promote the farmers’poverty alleviation process.From the perspective of human capital,it is of great significance to formulate targeted poverty alleviation policies to explore the problem of poor farmers’exit.In this paper,based on the micro data of 801 poor households in Husa Achang Township,Longch⁃uan County,Yunnan Province,which is a small ethnic group with a small population,the impact of heterogeneous hu⁃man capital on the withdrawal of poor farmers in ethnic areas is studied.The results show that health and education not only have a significant role in promoting the per capita income of poor farmers,but also have a significant positive ef⁃fect on poverty farmers’exit from poverty.The improvement of two types of human capital can significantly shorten the time for farmers to get out of poverty;the ratio of family labor skills to Per capita income has a significant positive im⁃pact,and at the same time it has a positive impact on the time for poor farmers to exit poverty and get out of poverty,but the results are not significant.Based on this,special ethnic areas,including Husa Achang Township in Yunnan,should actively increase investment in human capital and raise the level of local human capital,which is of great signifi⁃cance for promoting impoverished rural households to get out of poverty as soon as possible.
