摘 要:分级诊疗视域下,三级公立医院发展机遇与挑战并存。基于黑龙江省分级诊疗制度改革状况,分析了黑龙江省三级公立医院在改善患方就医体验、优化医疗服务流程、提高疑难杂症诊治能力等的机遇,以及面临分级诊疗配套政策不完善、医院运行压力增大、医疗人才队伍不稳定性增加等挑战。为此,应通过完善分级诊疗配套政策、提高三级公立医院难病重病救治能力、关注医疗工作含金量和医院运行效率、完善薪酬制度等实现高质量发展。Tertiary public hospitals have the opportunities and challenges of development from the perspective of hierarchical diagnosis and treatment. Based on the reform situation of hierarchical diagnosis and treatment in Heilongjiang Province,the article analyzes the opportunities of improving patient’s experience to seek treatment,optimizing medical service process and enhancing ability of diagnosis and treatment of chronic and difficult disease. And the article also discusses the changes of the imperfect of corollary policies on hierarchical diagnosis and treatment,increasing pressures in hospital operation, and the instability of medical talent teams. Therefore, high-quality development should be achieved by improving corollary policies on hierarchical medical service,enhancing care ability of difficult and serious diseases in tertiary public hospitals,focusing the efficiency of medical work and the operating efficiency in medicine hospitals,and improving salary system reform.
