新形势下高校政府采购项目式管理浅析

摘　　要：结合新形势下高校政府采购管理工作的实践,解析在新形势及信息化背景下推行项目式管理的必要性及可行性。通过论述现今高校政府采购活动存在的弊端,解读新《预算法》中对项目式管理的影响和要求,针对现实采购工作困境提出项目式管理的雏形及后续优化的构思方案,并根据全民监督体系的构建提出加入供应链高新技术的可行性分析。项目式管理应形成法律政策、规章制度,在采购流程中完善项目式管理中预算内容及预算的审批程序,将存量资产管理与预算编制紧密结合,深化绩效管理理念。在管理方向上,侧重突出可视化、极简化的"一页纸"管理模式,执行中结合利用电子化信息平台,在管理中强调绩效工作的考核。项目式管理应适应财政改革要求、高校政府采购项目式管理的要求、高新技术及信息化管理下的全民监管理体系,加强预算管理的对策措施。Based on the practice of government procurement management in colleges and universities in the new situation,the necessity and feasibility of implementing project-based management under the new situation and information background are analyzed. By discussing the drawbacks of government procurement activities in colleges and universities nowadays,this paper profoundly interprets the impact and requirements of project-based management in the new Budget Law,puts forward the embryonic form of project-based management and the conceptual scheme of follow-up optimization in view of the plight of actual procurement work,and puts forward the feasibility analysis of joining the hightech supply chain based on the construction of the national supervision system. Project management should form laws,policies and regulations,improve budget content and budget approval procedures in purchasing process,integrate stock assets management and budget preparation closely,and deepen the concept of performance management. In the direction of management,emphasis is laid on the visualization and simplification of the "one-page"management mode. In the implementation,the electronic information platform is used to emphasize the performance evaluation in management.Project-based management should adapt to the requirements of financial reform, project-based management of government procurement in colleges and universities,national supervision system under high-tech and information management,and countermeasures to strengthen budget management.
