摘　　要：文章从区域环境规制异质性出发,在"新"新经济地理学框架下,深入分析区域环境规制异质性下经济产业集聚演化机理。短期中,环境规制下会削弱价格指数效应,环境规制强度高的地区的名义收入会更低,不利于人力资本的进一步转移,本地市场效应自我强化机制也会减弱。长期中,在贸易成本处于高水平和低水平的情况下,区域环境规制差异会削弱本地市场效应和价格指数效应,CPN均衡稳定范围会缩减。在一定贸易自由度条件下,当产业在两地区分布时,人力资本转移对区域环境规制的敏感性很高;但是当产业集聚时,企业对区域环境规制的敏感性降低,区域环境的规制差异对人力资本的迁移影响减弱。The article starts from the heterogeneity of regional environmental regulation. Under the framework of new economic geography,the article analyzes deeply the multiple equilibrium mechanism of economic geographical space under the heterogeneity of regional environmental regulation. In the short term,the environmental index will weaken the price index effect,and the nominal income in regions with high environmental regulation intensity will be lower,which is not conducive to the further transfer of human capital;the self-reinforcing mechanism of the local market effect will also be weakened. In the long run,when trade costs are at high and low levels,regional environmental regulation differences will weaken the local market effect and price index effect,and the CPN equilibrium stable range will be reduced. Under certain trade freedom conditions,when industries are scattered in two regions,even if there is a small difference in regional environmental regulation,human capital will be transferred,but when the industry gathers,the change of regional environmental regulation difference will not cause enterprises to change their positions.
